Expats in Dubai can buy a car once they have a residence visa, an Emirates ID and a UAE driving licence. You need insurance in your name, the car must pass the RTA test where required, and ownership is transferred at the RTA. Banks offer car loans to residents with a salary transfer or proof of income. Budget for the running costs too
